Peer-Review
Manuscripts submitted to the editorial office of the journal and meet the formal requirements, design requirements, and the indicator of originality on the basis of verification through the plagiarism verification system are necessarily sent for further review.
If the author(s) of the manuscript has a conflict of interest with other scientists, he (s) is obliged to indicate the presence of such a conflict of interest in the cover letter, in order to avoid sending this manuscript to the specified scientist (reviewer) and biased assessments of the manuscript.
The Journal of Almaty Technological University uses a "double-blind" peer review, carried out by at least two scientists with a PhD, Doctor of Sciences, Doctor of Philosophy (PhD), and scientific specialization on the subject of the reviewed manuscript.
The review is conducted confidentially: the manuscript of the article is sent to reviewers via the electronic platform of the journal without specifying data about the authors. Reviewers are required to make a clear, objective, and reasoned assessment of the compliance of the manuscript with the main scientific criteria, as well as it's quality and significance.
After receiving the conclusions from the reviewers, the responsible editor sends them to the author for correspondence without specifying the reviewers' data, for responding to comments, making appropriate changes, and resending the manuscript via an electronic platform. The author(s) may, without explanation, refuse to respond to comments, make changes to the manuscript and resend it to the editorial office of the Journal of Almaty Technological University.
After receiving comments from the reviewer or the editorial board, the authors undertake to provide a corrected version of the article, taking into account all comments, within 30 days. If the corrected version of the article is not submitted within the prescribed time, the editorial board reserves the right to reject the article.
After responding to all comments, making changes to the manuscript to eliminate the comments of reviewers, and re-sending it to the editorial office of the journal, the scientific editor sends all materials to the reviewer(s) for re-reviewing.
The manuscript, for which there are positive conclusions from two reviewers and the responsible editor, is recommended for publication in the Journal of Almaty Technological University according to the order of acceptance for publication. The manuscripts approved by the editorial board are transferred to the executive secretary for the formation of the issue of the journal.
If one of the reviewers provided a positive opinion on the manuscript, and the second – a negative one, the manuscript is sent by the scientific editor to the third reviewer or a member of the editorial board who is a specialist in the subject of the manuscript. If a third reviewer or a member of the editorial board provides a positive conclusion, the final decision to accept/reject the publication of the manuscript is made by the scientific editor of the Journal of Almaty Technological University.
In the case of two negative reviews, the manuscript is rejected.
The materials of articles rejected by the editorial board based on the results of the review are not used by the editorial board for their own purposes. The editor or executive secretary notifies the author of correspondence about the refusal to publish and sends the conclusions of the reviewers.
The reviews of the manuscripts are stored for three years in electronic format on the electronic platform of the journal.

Conflicts of interest
A conflict of interest, as defined by the Publication Ethics Committee (СОРЕ), is a conflict situation in which authors, reviewers, or editorial board members have implicit interests that can influence their judgments regarding published material. A conflict of interest arises when there are financial, personal, or professional conditions that can affect the scientific judgment of the reviewer and editorial board members and, as a result, the editorial board's decision regarding the publication of the manuscript.
The executive editor of the journal should require all participants in the manuscript publication process to disclose a conflict of interest.
The academic editor, editorial board member, and reviewers must disclose potential conflicts of interest that could somehow influence the editorial board's decision. Members of the editorial board should refuse to consider the manuscript if they are in any competitive relationship related to the research results of the author (s) of the manuscript, or if there is another conflict of interest.
When submitting a manuscript for consideration to the journal, the author(s) declares that all sources of research funding are indicated in the manuscript content; also indicate what commercial, financial, personal, or professional factors exist that could create a conflict of interest concerning the submitted manuscript. If there is a conflict of interest, the author(s) in the cover letter may indicate scientists who, in their opinion, will not be able to objectively evaluate their manuscript.
The reviewer should not consider manuscripts that could cause a conflict of interest arising from competition, collaboration, or other relationships with any of the authors related to the manuscript.
If there is a conflict of interest with the content of the manuscript, the executive editor must notify the scientific editor, after which the scientific editor delegates the verification and review of the manuscript to another editor/reviewer.
The existence of a conflict of interest between the participants during the review process does not mean that the manuscript will be rejected.
All stakeholders should, as far as possible, avoid any variation of conflicts of interest at all stages of publication. In every case of any conflict of interest, the person who discovered this conflict must immediately notify the editorial board of this. The same applies to any other violation of the principles, standards, and norms of publication and scientific ethics.
